Program Management Unit

The Program Management Unit (PMU) is the central coordination and governance body of the Agri Vision Program. It ensures that the program operates according to international financial institution (IFI) standards for transparency, risk management, ESG compliance, and reporting, while connecting lenders, agroholdings, digital platforms, advisors, and farmers within a single financing ecosystem.

The PMU is responsible for designing and implementing the program’s operational framework, including eligibility criteria, credit procedures, contractual standards, ESG safeguards, and monitoring systems. It oversees the integration of digital tools used for farmer onboarding, credit processing, agrarian notes registration, and portfolio reporting.

A key function of the PMU is supporting the formalisation and bankability of small and medium-sized farmers. Working with agroholdings and digital partners, the PMU helps farmers adopt transparent business practices, digital bookkeeping, and compliance systems that improve access to finance over time.

The PMU also liaises directly with digital partners that automate and digitalise the transactions with small farmers. Primary among these is the financial company, Activitis, to whom agroholdings outsource the credit and verification process.

Agri Vision’s PMU is led by 89 Global together with EY Ukraine and PwC Ukraine, combining sector expertise in agricultural finance, with on the ground experience in legal structuring agrarian notes, ESG oversight, and digital risk assurance.

89 Global

89 Global is the lead implementing partner of Agri Vision and anchors the Program Management Unit (PMU). It is responsible for overall program design, coordination, and strategic direction, working closely with lenders, agroholdings, and delivery partners.

Within the PMU, 89 Global ensures that the program operates as a coherent, scalable platform. It oversees implementation, manages stakeholder relationships, and drives alignment across financial, operational, and impact objectives. By combining policy expertise, financial structuring, and on-the-ground coordination, 89 Global translates the Agri Vision model into a functioning, investable program.

Program Coordinator

MHP is a core agroholding partner in the Agri Vision program, serving as an initial anchor for pilot implementation. With an established network of small and medium-sized farmers, MHP would act as a primary channel through which financing is delivered on the ground.

Within the program, MHP aims to provide pre-harvest advances to farmers, leveraging its operational expertise, procurement systems, and supply chain relationships. Its scale, infrastructure, and experience enable effective risk management, farmer outreach, and integration of financing into real agricultural production cycles.

EY Ukraine

EY Ukraine serves as the legal and regulatory partner within the Program Management Unit (PMU), supporting the structuring and implementation of Agri Vision. It leads on legal design, ensuring that financing frameworks, contracts, and instruments are aligned with Ukrainian law and international standards.

Within the program, EY plays a central role in integrating agrarian notes as enforceable collateral and ensuring regulatory compliance across all transactions. By providing legal oversight and technical expertise, EY helps establish a robust, transparent foundation that enables the program to operate at scale and meet IFI requirements.

Participating Agroholdings

Astarta is a participating agroholding in the Agri Vision program, bringing strong regional presence and established relationships with small and medium-sized farmers. As an early partner, it supports the rollout of the model by extending financing through its existing supply chains.

Within the program, Astarta provides trade credit and advances to farmers, drawing on its operational expertise and integrated agribusiness platform. Its involvement helps expand geographic coverage, diversify the farmer base, and demonstrate the scalability of the model across different agroholding networks.

LNZ Group is a participating agroholding in the Agri Vision program, bringing extensive experience in agricultural production, input distribution, and farmer support services across Ukraine. As a strategic partner, LNZ contributes to the development of scalable financing solutions for small and medium-sized farmers through its established regional networks and agribusiness infrastructure.

Within the program, LNZ supports the delivery of trade credit and agricultural input financing to participating farmers, leveraging its expertise in crop production, agronomy, seed technologies, and supply-chain management. Its involvement strengthens the program’s ability to reach a broader farmer base, expand regional access to financing, and support the adoption of more transparent and sustainable agricultural practices across Ukraine’s rural economy.
